The General Plan Advisory Committee meeting is the final step within of Task 1 of the General Plan Scope of Work document accepted by City Council on February 7.
To put this meeting in perspective, we summarize Task 1 below.
1.1 Conduct project initiation meeting with project managers
1.2 Conduct kick-off meeting with key members of the consultant team and City Staff members that make up the Steering Committee
1.3 Collect existing city documents, plans, and studies
1.4 Conduct leadership team interviews
Note that the Scope of Work outlines eight interviews, but they actually conducted 20. The results, including a list of those interviewed, are on the Project web site. You can download them at: Leadership Team Interviews: Summary Report
1.5 Use Richmond’s GIS resources to develop a base map to be used for General plan preparation
1.6 Establish program logo/identity (seen in banner of cityofrichmondgeneralplan.org)
1.7 Develop website
The Scope of Work says: "We anticipate that most program meetings will be announced on the website. Also, meeting materials and summaries will be catalogued in the website library, enabling greater public access to such materials while simultaneously documenting public involvement throughout the process." However, Richmond Residents for a Responsible General Plan have been monitoring the site and have not yet found meeting announcements.
1.8 Prepare a series of Issues and Opportunities papers to establish baseline conditions and address issues to be carried forward in the Plan update process.
The Scope of Work identifies nine papers. Presumably they will be published on the website. Note that the Scope of Work says that the Zoning Ordinance and Specific Plan Diagnostics paper will make recommendations as to whether individual specific plans should be updated or rescinded. Richmond Residents for a Responsible General Plan will closely monitor these recommendations in particular.
1.9 Conduct stakeholder focus groups/interviews
Eight interest categories were identified: Transportation; Public Safety; Faith based/Community/Youth; Economic Inv. & Business; Government & Education; Development; Housing. The sessions were held on April 26 and April 27. Although we asked, we were not given a list of participants. The results have not yet been published on the project website.
1.10 Conduct General Plan Advisory Group kickoff.
From the Scope of Work: "The purpose of this kickoff meeting of the General Plan Advisory Group include introductions of group and team members, defining GPAC roles and responsibilities, and outlining key steps in the overall program." [Note that the quote substitutes the current name; originally it was Citizens Advisory Group.]
Task 1.10 completes Task 1.
Note that we took the text above from the Scope of Work included in the consultant's intital proposal. That document is very similar to the document presented on February 7. We hope to update this page soon with the exact text from the adopted Scope of Work. However, it was made clear at the City Council session that accepted the Scope of Work that this is a living document. It will be (and already has been) amended as needed. For example, the project timeline downloadable from the General Plan website's Library page has considerably less detail than the timeline provided with the Scope of Work that City Council adopted on February 7 and downloadable from the RRR-GP home page.After the CPAG meeting we will report back whether we have more information on the program as it will go forward.
